The Judicial Commission report was submitted to Karnataka Chief Minister Siddaramaiah on July 11. According to the report, the Karnataka State Cricket Association (KSCA), Royal Challengers Bangalore (RCB), event organiser DNA Entertainment and the Bangalore Police are directly responsible for the stampede outside the Chinnaswamy Stadium on June 4.
The D'Cunha Commission was given a month to investigate the matter. During the investigation, the commission inspected the spot. Along with this, it recorded statements of eyewitnesses, police officials, KSCA officials and government representatives. After which the panel found that there was a severe lack of security. Only 79 police personnel were deployed inside the stadium, no police were deployed outside. There was also no ambulance at the spot.
The Karnataka government on Thursday (July 17, 2025) directly blamed RCB for the Bengaluru stampede. In its report submitted to the High Court, the government pointed out several shortcomings. The report said that RCB, DNA and Karnataka State Cricket Association (KSCA) failed to coordinate effectively.
The report said, "Chaos at the entry gate and delay in opening the gate led to chaos, which led to a stampede-like situation and injured seven police personnel. The investigation revealed that the key officials did not take immediate action. The Joint Commissioner of Police reached the spot at 4 pm, while the Commissioner of Police was not informed about the incident until 5:30 pm."
